ECM Power LLC is a new company providing experienced Community Power services in New Hampshire.

Since 2019, when the Community Power Law NH RSA 53-E was passed, ECM Power principal Emily Manns has helped shape 26 stable-rate Community Power programs, providing a full range of services from planning through pricing, launch and program management. ECM Power LLC is a registered aggregator in the state of New Hampshire (REG 2025-077).

For the first time, residential and small commercial customers have access to competitive electric supply rates that are set for periods longer than six months, with new consumer protections not available to individuals in the competitive market.

Like options available to larger commercial customers, small customers enrolled in a stable-rate Community Power program can plan and budget energy costs and efficiency purchases knowing their rates will remain constant for months or years unless they make a change. This is far longer than default service rates offered by the distribution utilities, whose rates change every six months. Customers that invest in energy efficiency measures can save distribution costs as well as energy supply costs on their electric bills for great savings.

Additional reasons to choose a stable-rate program include:

  • The Electric Services Agreement (ESA) contract is signed by the municipality with a qualified supplier only once all rates and terms are known.
  • Individual customers can come and go from the program without program fees or penalties, effective on their next available monthly meter read date.
  • Customers continue to get a single bill from their distribution utility. The program only affects the supply line on the electric bill. Billing, emergency services and delivery continue through the customer’s distribution utility.
  • Savings upon launch and over the longer term are goals of our programs, but savings cannot be guaranteed because future utility rates are not known.

Pricing is the first of a series of critical steps to a successful program launch.

ECM Power monitors energy markets and utility prices, and negotiates on behalf of communities for favorable prices and terms. Once the Electric Services Agreement (ESA) is signed, ECM Power supplies all the documents, notifications and customer services necessary for a smooth launch and program management. This level of consulting service is significantly different than that offered by traditional commercial broker relationships in which the interaction between the parties is minimal during the term of the contract.

With no Board of Directors or outside investors, ECM Power puts customers and community goals first.

Implementing a program has many steps, no matter where you are in the process. We do the work related to your program implementation with your input. We help you prepare for Town meeting, if applicable, and all meetings, approvals, notifications and customer services required for the success of your program.

There are no costs to the municipality for starting and implementing a program. As your consultant, we receive a fee per kWh paid by the supplier, through the Electric Services Agreement (ESA), only once your program is launched or renewed.
